Russia: Telegram Messenger fined for failure to supply decryption keys

On 16 October 2017, the Meshchansky District Court of Moscow imposed a fine of RUB 800,000 (approx. €11,500) on Telegram Messenger LLP for refusing to provide information necessary to decrypt users’ messages pursuant to a request of the Russian Federal Security Service (‘FSB’). Natalia Gulyaeva and Maria Sedykh, Partner and Associate at Hogan Lovells (CIS), outline the background to the decision and its implications for messenger operators in Russia.
